Financial Literacy Graduation Requirement Exam Privacy Policy

The Ontario Education Communications Authority (“TVO”) has partnered with the Ontario Ministry of Education (the “Ministry”) to offer digital modules, assessment tools, and other supporting products to operationalize Ontario’s Grade 10 financial literacy graduation requirement (the “Financial Literacy Module”). The Financial Literacy Module is a mandatory requirement for each student enrolled in Grade 10 in the Province of Ontario.

This Privacy Notice explains how TVO will handle your personal information in connection with the Financial Literacy Module.

TVO collects, uses, discloses, and retains personal information for the Financial Literacy Module only for purposes that are necessary to administer the module, verify completion, support students, meet Ministry of Education requirements, maintain the security and integrity of the module, and comply with applicable law.

The Financial Literacy Module will be made available to each Grade 10 student in one of the following ways:

  • If your school is governed by a school board that has its own learning management system, you will access the Financial Literacy Module through that learning management system.
  • If your school is governed by a school board that does not have its own learning management system, you will access the Financial Literacy Module through the TVO portal.
  • If you are enrolled in TVO ILC for Grade 10, you will access the Financial Literacy Module through the TVO ILC portal.

If you are a student enrolled in TVO ILC, this Privacy Notice applies to your completion of the Financial Literacy Module, but the TVO ILC Privacy Notice applies to all other ways in which TVO handles your personal information in connection with TVO ILC. For the purposes of this Privacy Notice, TVO is responsible for the personal information that it collects, uses, discloses, and retains in connection with the Financial Literacy Module. Your school or school board and the Ministry of Education may have separate responsibilities for personal information that they collect, use, disclose, or retain in connection with their own educational, administrative, or statutory functions.

Please note that this Privacy Notice does not explain how TVO handles your personal information in connection with TVO’s other products and services (including products and services available under TVO’s TVOKids, TVO Learn, and TVO Today business units).   1. How does TVO collect my personal information?
    1. Directly from You

      When you complete the Financial Literacy Module, you may be required to create a password. This information is required for TVO to administer the Financial Literacy Module to you. You will not be able to proceed with registration for the Financial Literacy Module unless you provide this information to TVO.

      You may also be asked to voluntarily give your personal information to TVO when you interact with the Financial Literacy Module in other ways. For example, TVO may collect contact information and correspondence you send to us, such as if you contact TVO with a question about the Financial Literacy Module or if you require technical support for accessing or using the Financial Literacy Module. In those circumstances, you can choose not to provide certain requested personal information, but then you may not be able to proceed with your intended interaction.

    2. From your School/School Board

      In most cases, to facilitate your completion of the Financial Literacy Module, TVO may collect from your school or the school board that governs your school the personal information necessary to administer the module, including your name, email address, Ontario Education Number, other education information (such as the school you attend and the financial literacy course in which you are enrolled) and your preferred language.

    3. From TVO ILC

      If you are a student enrolled in TVO ILC for Grade 10, TVO will already have some of your personal information (including your name, email address, date of birth, Ontario Education Number and other education information) that TVO will use to facilitate your completion of the Financial Literacy Module.

    4. Collection through the Financial Literacy Module

      TVO will automatically record information about your completion of the Financial Literacy Module, including your responses to questions in the Financial Literacy Module, the grade that you receive when you complete the Financial Literacy Module and the number of times you attempted to complete the Financial Literacy Module.

      In addition, TVO may use technologies to automatically collect metadata reasonably necessary to operate, secure, support, and improve the Financial Literacy Module, such as the dates and times that you access the Financial Literacy Module and your user activity on each page of the Financial Literacy Module.

    5. Combining Personal Information

      TVO may combine your personal information collected by us or on our behalf through the various sources described in this Section 1.

  2. How does TVO use my personal information?

    TVO may use your personal information to administer the Financial Literacy Module to you, which may include contacting and corresponding with you regarding your access and use of the Financial Literacy Module. TVO may also use your personal information as reasonably necessary to maintain, protect and improve the Financial Literacy Module or to protect and enforce TVO’s legal rights, interests and remedies.

    TVO may also use your personal information to create and collect aggregated or anonymized data, so that the information no longer relates to an identifiable individual. TVO may use, disclose, transfer, and retain non-personal information in accordance with applicable law, including to assess and improve the performance of the Financial Literacy Module and to provide aggregated or anonymized information to the Ministry of Education regarding the performance of the Financial Literacy Module.

    TVO may share your personal information with its suppliers and service providers to assist TVO in the provision of the Financial Literacy Module to you or to provide other services to TVO.

    TVO may use, disclose, transfer, and retain non-personal information in accordance with applicable law, including to assess and improve the performance of the Financial Literacy Module and to support aggregated, anonymized, de-identified, or other reporting to the Ministry of Education as described in Section 3.

  3. How does TVO disclose my personal information?
    1. Ministry of Education and your School/School Board. If you complete the Financial Literacy Module, TVO will disclose to the Ministry of Education your results and other information about your completion of the Financial Literacy Module as may be requested by the Ministry of Education from time to time. TVO may provide the Ministry of Education with information about student completion of the Financial Literacy Module where required for administration of the graduation requirement. TVO may also provide the Ministry with aggregated, anonymized, or de-identified reporting about module performance, usage, implementation, and outcomes. Aggregated, anonymized, or de-identified reports will not identify individual students. School-level or board-level reporting may be included where required or authorized by the Ministry or applicable program requirements. TVO may also disclose this information to your school or the school board that governs your school on request by your school/school board.

    2. Law Enforcement/Legal Disclosures. TVO may disclose your personal information as required or authorized by applicable law, including to comply with a subpoena, warrant or court or arbitral order or litigation disclosure obligation. TVO may disclose your personal information to law enforcement agencies or other independent organizations if TVO reasonably believes the disclosure is necessary or appropriate in connection with national security, law enforcement or other issues of public importance, or if TVO reasonably believes the disclosure is necessary or appropriate to protect and enforce TVO’s legal rights, interests and remedies or to protect the rights, interests, business, operations or customers of TVO or other persons (including to detect and prevent fraud and other illegal activities, to enforce any of the terms of use, terms of service or other agreements that govern access to or use of any of TVO’s products and services). TVO has no control over, or responsibility or liability for, the use, disclosure or retention of your personal information by the agencies, independent organizations or other persons to whom TVO discloses the information in the foregoing circumstances, and the use, disclosure and retention of the disclosed information by those agencies, independent organizations or other persons is not subject to this Privacy Notice.

    3. Business Transactions. TVO may disclose your personal information in connection with a proposed or actual business transfer, assignment, restructuring or other change involving the operation, administration, or support of the Financial Literacy Module, but TVO will require the information recipient to agree to protect the privacy of your personal information in a manner that is consistent with this Privacy Notice and applicable law.

  4. How long does TVO keep my personal information?

    If you have completed the Financial Literacy Module, TVO will retain your name, Ontario Education Number and the grade you achieved on the Financial Literacy Module in accordance with Ministry of Education guidelines based on the Education Act (Ontario).

    For all other personal information, TVO will retain the personal information for as long as necessary to achieve the purposes for which the information was collected as set out or referenced in this Privacy Notice, to comply with our legal obligations, and to enforce or protect our legal rights, or a longer period required or permitted by applicable law. We will then delete or destroy records of your personal information or anonymize the information so that it no longer relates to an identifiable individual, in accordance with applicable law.

  5. How does TVO protect my personal information?

    TVO uses reasonable safeguards appropriate to the sensitivity and amount of personal information under our legal control to help protect the personal information from unauthorized access, collection, use, disclosure, deletion, or similar risks. Nevertheless, security risks cannot be eliminated, and we cannot guarantee that your personal information will not be accessed, used, disclosed, or deleted in ways not described in this Privacy Notice.

    If TVO determines that a privacy or security incident involving your personal information requires notification under applicable law or TVO’s privacy response procedures, TVO will provide notification in accordance with those requirements and procedures.

  6. How can I access and correct my personal information?

    You may contact TVO’s Privacy Officer using the contact information in Section 7 of this Privacy Notice to request access to, or correction of, personal information about you that is under TVO’s control, subject to applicable law.

  8. Changes to the Privacy Notice.

    TVO may update this Privacy Notice from time to time to reflect changes to our practices, legal requirements, or operational needs. When we make changes, we will post the revised version on this page and update the "Last Updated" date at the top of the Privacy Notice. We encourage you to review this Privacy Notice periodically to stay informed about how we collect, use, and protect your personal information.
